Nairobi Central OCS Samson Talam is being held under enhanced security at Lang’ata Police Station as investigations continue into the jailhouse death of teacher and blogger Albert Ojwang. Talam, who previously served as deputy OCS at the same station, is at the center of a case that has sparked public outrage over police brutality and alleged cover-up attempts.

High-Security Detention

Sources reveal that police authorities have restricted access to Talam, allowing only his legal team and family to see him. The move aims to prevent any harm that could be blamed on the police service. His lawyer, Danstan Omari, said Talam is in good spirits ahead of his arraignment on Monday, June 17.

Talam, who was arrested on Friday, is accused of involvement in the incident, although his legal team insists he was off duty at the time. Witnesses, including civilians and fellow officers, have reportedly linked him to the scene.

The Fatal Incident

Ojwang’, arrested in Homa Bay over allegations of false publication, died on June 7 shortly after his transfer to Nairobi Central Police Station. Investigators believe he was assaulted while in custody.

Two officers and a technician, who allegedly tampered with the CCTV system at the station to conceal evidence, are also in custody. The technician admitted to being paid Sh3,000 to erase footage after Ojwang’s death.

Mbagathi Hospital Footage Raises Fresh Questions

Newly reviewed CCTV footage from Mbagathi Hospital shows disturbing delays in medical assistance after police transported Ojwang’ in the early hours of June 8.

The timeline:

  • 1:35 am: Police vehicle arrives at the hospital.
  • 1:59 am: Ojwang’ is finally admitted—24 minutes after arrival.
  • Medical staff declare him brought in dead 10 minutes later, noting facial injuries, head trauma, and no signs of life.

The body was later moved to City Mortuary, where it was identified by his family.

Cover-up Allegations and Ongoing Probe

The Independent Policing Oversight Authority (IPOA) has linked the accused officers to the fatal assault and alleged a cover-up. Investigations include:

  • Forensic analysis of mobile phones.
  • Government chemist reports.
  • Scrutiny of CCTV footage.

IPOA was granted a week to hold officer James Mukhwana for further questioning. The Internal Affairs Unit is also probing officers’ conduct during the transfer to the hospital.
