CAF Announces Sweeping Reforms After 2025 AFCON Controversy

The Confédération Africaine de Football (CAF) has unveiled major reforms aimed at strengthening governance and restoring credibility in African football following the controversial 2025 Africa Cup of Nations (AFCON) final.

In a statement released on Sunday, March 29, CAF President Patrice Motsepe said the changes are designed to prevent a repeat of the chaos witnessed during the tournament and rebuild trust in the organization’s systems.


Reforms Target Refereeing, VAR and Governance

According to CAF, the reforms will focus heavily on improving the standards and integrity of referees, Video Assistant Referee (VAR) operators, and judicial bodies.

Motsepe emphasized that restoring confidence in match officiating is a top priority, especially as Africa prepares for the 2027 AFCON, which will be co-hosted by Kenya, Uganda, and Tanzania.

“This is important for the respect, integrity, and credibility of African referees, VAR operators, and the CAF Disciplinary Board and Appeal Board,” Motsepe stated.

While CAF has not disclosed the full details of the reforms, the organization noted that they are based on global best practices and developed with input from top African and international legal experts.


CAF Partners With FIFA for Training and Standards

CAF also revealed that it is working closely with FIFA to enhance the skills and professionalism of referees, VAR officials, and match commissioners across the continent.

The partnership will include:

  • Advanced training programs
  • Standardized officiating protocols
  • Continuous performance assessments

Motsepe stressed the need to professionalize these roles and ensure officials are well-compensated to maintain high standards and accountability.


Judicial Independence and Zero Tolerance on Corruption

To further strengthen governance, CAF reaffirmed its commitment to appointing highly respected judges and legal experts to its disciplinary and appeal structures.

These appointments are handled by the CAF Executive Committee and General Assembly, based on nominations from its 54 Member Associations and Zonal Unions.

CAF emphasized that:

  • Judicial bodies must remain independent and impartial
  • A zero-tolerance policy on corruption will be strictly enforced
  • All member associations will be treated fairly and equally

This move is expected to boost confidence in how disputes and disciplinary cases are handled within African football.


Support for African Teams Ahead of 2026 World Cup

Beyond governance reforms, CAF also pledged support for African nations preparing for the 2026 FIFA World Cup, which will be held in North America.

Motsepe expressed optimism about Africa’s performance on the global stage, stating that the continent’s representatives will make Africans proud.

CAF will provide technical guidance, resources, and structural support to ensure teams are competitive at the highest level.


AFCON 2025 Final Controversy Sparks Change

The reforms come in the wake of a dramatic and controversial 2025 AFCON final between Senegal national football team and Morocco national football team.

Senegal had been leading 1-0 before the match descended into chaos following a disputed penalty decision awarded by the referee.

The situation escalated into a 17-minute delay, after which Senegal refused to continue the match in protest.

In a highly contentious ruling, CAF’s Appeal Board later awarded the title to Morocco after Senegal was deemed to have forfeited the match.

The decision triggered widespread criticism and raised serious concerns about refereeing standards, VAR decisions, and disciplinary fairness within CAF competitions.


Focus Shifts to AFCON 2027

With East Africa set to host the 2027 AFCON, CAF is under pressure to ensure that future tournaments are free from controversy.

The reforms are expected to play a key role in delivering a transparent, fair, and globally respected competition.
