President William Ruto has nominated Ida Betty Odinga, the wife of former Prime Minister Raila Odinga, as Kenya’s Ambassador and Permanent Representative to the United Nations Environment Programme (UNEP).
The nomination was announced on Friday by Head of Public Service Felix Koskei, who said the appointment recognises Ida’s lifelong public service and commitment to leadership, women’s empowerment, and education.
“His Excellency the President has, in exercise of the prerogative vested in the Head of State and Government, caused the nomination of Canon Dr Ida Betty Odinga, E.G.H., for appointment as Ambassador/Permanent Representative of the Republic of Kenya to the United Nations Environment Programme (UNEP),” the statement read in part.
Koskei described Ida as a leader who has consistently stood against authoritarianism and injustice, championed freedom of expression, advanced gender equity, and promoted education as a foundation for inclusive national development.
Parliamentary Approval Required
The Head of Public Service confirmed that the nomination has been forwarded to the National Assembly for vetting and approval, in line with constitutional requirements governing appointments to Kenya’s Foreign Service.
Subject to approval, Ida will represent Kenya at UNEP, the only United Nations global headquarters located in a developing country, which is based in Gigiri, Nairobi.
Strengthening Kenya’s Global Role
According to Koskei, Ida’s nomination is expected to strengthen Kenya’s engagement in global environmental governance and reinforce the country’s long-standing position as a key voice in international environmental diplomacy.
He added that the appointment forms part of President Ruto’s broader strategy to position Kenya strategically within multilateral institutions, particularly on issues of environmental protection and sustainable development.
Political Implications
Ida’s nomination is expected to generate significant political debate, coming at a time when the Orange Democratic Movement (ODM) is grappling with internal divisions over whether to align with the government or pursue an independent political path following the death of Raila Odinga in October last year.
Both ODM and the ruling United Democratic Alliance (UDA) have recently signalled openness to a pre-election pact ahead of the 2027 General Election, building on the post-election cooperation agreement reached after the disputed 2022 polls.
Recent Diplomatic Changes
The nomination comes just two days after President Ruto reshuffled Kenya’s diplomatic postings, reassigning the country’s initial UNEP representative, Ababu Namwamba, as Kenya’s High Commissioner to Uganda.
Namwamba replaced Ambassador Joash Maangi, who has served in Kampala since 2024 and has now been redeployed to Brussels, Belgium, where he will represent Kenya to the European Commission.
