Kenya to Integrate Private Schools Into Senior Secondary Placement Under CBC Reforms

The Ministry of Education in Kenya has announced a strategic shift aimed at integrating all private schools into the national framework for placement of learners into senior secondary schools, aligning with the ongoing rollout of the Competency-Based Curriculum (CBC).

This significant move, revealed by Basic Education Principal Secretary Julius Bitok during a meeting with the National Executive Council (NEC) of the Kenya Private Schools Association (KPSA) on July 30, 2025, is expected to streamline the transition of Grade 9 learners into Grade 10 as part of the new education structure.

A Major Milestone in Kenya’s Education Reform

As Kenya prepares for the full implementation of CBC senior secondary education by 2026, the Ministry is taking decisive steps to ensure that private schools are fully recognized and integrated within the national placement system. Until now, placement into senior secondary school has largely favored public schools, leaving private institutions sidelined despite their substantial contributions to the education sector.

“This meeting was pivotal in aligning our goals. We discussed the integration of private schools into the placement framework and explored ways to support their growth,” said PS Julius Bitok.

CBC Transition and the Role of Private Schools

The Competency-Based Education (CBE) model under CBC emphasizes a learner’s skills, interests, and talents rather than solely academic scores. This paradigm shift means that placement into senior secondary school will not be determined by grades alone but will also factor in student potential, career interests, and performance in national assessments.

Under the current system:

  • Learners in Grade 9 will sit for the Kenya Junior Secondary Education Assessment (KJSEA) between October 27 and November 5, 2025.
  • Successful students will then proceed to Grade 10 in 2026, officially entering the senior school phase.
  • Students will select from three specialized career pathways:
    1. STEM (Science, Technology, Engineering, Mathematics)
    2. Arts and Sports Science
    3. Social Sciences

Why Integration of Private Schools Matters

With over 2,000 private junior secondary schools operating across the country, their integration into the national selection and placement framework is vital for a balanced and equitable system. Experts argue that failure to include these schools disadvantages thousands of learners and undermines investments made in the private education sector.

Bitok emphasized that the integration plan is about fairness, quality, and accessibility.

“Private schools are critical partners in our education journey. Our objective is to develop a framework that ensures all learners, regardless of school type, are placed fairly into senior secondary institutions.”

Teacher Training and Curriculum Alignment

To support the rollout, the Ministry of Education has pledged to intensify teacher training, especially within the private sector. The goal is to ensure that all educators – both public and private – are fully prepared to deliver the CBC curriculum effectively.

This training will include:

  • Pedagogical skills enhancement
  • Subject-specific CBC methodology
  • Career guidance to assist learners in choosing pathways

These efforts will be done in partnership with education stakeholders, including teacher training colleges, professional associations, and private sector educators.

Strengthening Public-Private Collaboration

The Ministry also intends to use this integration opportunity to deepen partnerships with private stakeholders. Discussions during the KPSA meeting revolved around creating sustainable frameworks for collaboration, investment, and innovation within the broader education system.

Some proposed strategies include:

  • Joint resource development (e.g., shared digital learning materials)
  • Incentivizing private school investments
  • Policy dialogues to address concerns of private educators
  • Equitable funding and inclusion in national planning

“We cannot ignore the innovation and agility that private schools bring into the education landscape. By working together, we can build a system that benefits all learners,” PS Bitok noted.

Challenges That Still Need Addressing

While the announcement marks progress, several challenges remain:

  • Disparities in infrastructure between urban and rural private schools.
  • Lack of awareness among parents about how CBC affects placement in private institutions.
  • Insufficient government incentives for private institutions adopting CBC.
  • Technology gaps that may hinder the delivery of modern, practical-based learning.

To address these issues, the Ministry and KPSA will be rolling out stakeholder sensitization programs and monitoring mechanisms to ensure readiness by 2026.

Looking Ahead: What This Means for Learners and Parents

For parents and guardians, this integration brings reassurance. It means that learners in private schools will no longer be at a disadvantage during senior school selection. Their children will compete fairly based on CBC assessment results and career interests.

For learners, it signals:

  • Increased opportunities in both public and private senior schools.
  • More chances to pursue their talents in specialized career pathways.
  • A structured national system that doesn’t marginalize based on school ownership.

Conclusion: A New Chapter for Kenya’s Education System

The integration of private schools into CBC senior school placement in Kenya represents a transformational shift in how education is delivered and accessed. With Grade 10 placement looming in 2026, the Ministry of Education’s move to include private institutions ensures equity, inclusivity, and preparedness for the demands of a modern, competency-based education system.

As the countdown to the CBC’s senior school phase begins, all eyes will be on how effectively these reforms are implemented — and how well both private and public institutions rise to the occasion.
