Sakaja Removes Mosiria as Chief Officer Days After Gubernatorial Declaration

Nairobi Governor Johnson Sakaja has removed Geoffrey Mosiria from his position as Chief Officer for Citizen Engagement and Customer Service, days after he declared his intention to vie for the county gubernatorial seat.

In a circular dated Wednesday, October 21, 2026, Nairobi City County announced changes affecting three chief officers, with Zipporah Njeri designated as Acting Chief Officer for Public Participation and Citizen Engagement.

Samwel Njogu was reassigned to serve as Acting Chief Officer for Mobility, while Godfrey Akumali will oversee Housing and Urban Renewal and additionally serve as Acting Chief Officer for Lands.

The Reshuffle

“Pursuant to sections 44(3)(a), 45(5) and 64 of the County Governments Act, 2012, and with the approval of His Excellency the Governor, the following officers are hereby reassigned and designated to the respective offices of County Chief Officer,” the notice read in part.

While announcing the reshuffle, the County Secretary and Head of County Public Service, Machel Waikenda, said the changes took effect immediately.

Mosiria’s Political Ambitions

The reshuffle comes days after Mosiria publicly declared his intention to challenge Sakaja for the Nairobi gubernatorial seat in the 2027 General Election.

Mosiria announced his political ambitions in early October this year, saying his experience working in various county departments had prepared him to lead the city for the next five years.

In his declaration, he proposed former Starehe MP Margaret Wanjiru as his potential running mate, although it remains unclear whether the church leader accepted the offer.

A Vocal Critic of City Hall

The vocal county officer has recently become immensely critical of the Sakaja administration, raising questions about service delivery and the management of county affairs.

On Wednesday, October 21, Mosiria vowed to expose alleged wrongdoing at City Hall, claiming that attempts were being made to intimidate him and prevent him from speaking out.

Mosiria has also previously accused Sakaja of sidelining him following disagreements over the management of public funds and service delivery, claims that have not been independently established.

A Track Record in Environment Enforcement

Before taking charge of the customer service role, Mosiria headed the environment docket, where he became popular for conducting enforcement operations against illegal dumping, noise pollution and other environmental violations.

What Happens Next

The reshuffle signals a deepening political rift between Sakaja and Mosiria as the 2027 election approaches. Whether Mosiria will now focus fully on his gubernatorial campaign remains to be seen, but his removal from the county payroll removes a platform he has used to criticise the governor.
