Starting with the basics, the Kenyan government has rolled out a mandatory deduction towards the Social Health Insurance Fund for every 25-year-old. This move is in line with the Social Health Insurance (General) Regulations of 2024 under the Social Health Insurance Act, replacing the National Health Insurance Fund.

Now, the key point here is that every 25-year-old, regardless of employment status, is obliged to pay a minimum fee of Ksh300 per month. For those with no income or living with contributors, this becomes a separate household scenario.

For those in formal employment, a 2.75% deduction on gross income will be implemented. Unemployed Kenyans under 25, on the other hand, have an option to be listed as beneficiaries by their parents. The process involves providing specific details about the child, including full names, date of birth, place of birth, gender, passport photo, contact information, disability status, and any other government-required information.

Once approved, these beneficiaries can access the benefits under their parent’s cover. It’s a step toward ensuring that even the unemployed youth can have some form of health coverage.

Now, for those unemployed individuals who might struggle with the mandatory Ksh300, there’s an interesting twist. The Ministry of Health plans to collaborate with financial institutions, cooperatives, and SME development institutions to provide loans for these youths. The idea is that once they secure employment, their salaries will start getting deducted to repay the loans and make subsequent contributions to the SHIF.

It’s an intricate system designed to make health coverage more inclusive, even for those who might be facing financial constraints.
