CS Machogu Orders HELB to Open Funding Portal for Students

In the dynamic landscape of Kenyan higher education, significant reforms have been introduced under the leadership of President William Ruto and Education Cabinet Secretary Ezekiel Machogu. The latest development, set to take effect on June 15, 2024, involves the opening of the funding portal by the Higher Education Loans Board (HELB) and the Universities Fund (UF). This initiative is a critical component of the newly introduced student-centered funding model, designed to ensure equitable access to higher education for students from diverse socio-economic backgrounds.

The new funding model represents a transformative shift from previous policies, where the allocation of government financial support was closely tied to the university placement process. Under the reformed system, funding is decoupled from placement, providing a more tailored approach to meet the specific needs of each student. This model emphasizes three key components of funding: scholarships, loans, and parental or guardian contributions, with the level of support determined by the student’s assessed financial need.

  1. Decoupling of Placement and Funding:
    • The Kenya Universities and Colleges Central Placement Service (KUCCPS) now publishes the full fee structure and course requirements for all declared university courses, allowing students and their families to make informed decisions about their education without the immediate concern of funding.
  2. Application and Assessment Process:
    • Starting June 15, 2024, eligible students can apply for funding through the Higher Education Funding portal. The results of these applications will be announced on July 31, 2024. This timeline provides a clear schedule for students and families to plan their finances and educational journeys.
  3. Multi-Component Funding Approach:
    • Funding for each degree program is divided into three parts: scholarships, loans, and household contributions. This structure aims to distribute the financial burden equitably based on the student’s financial need, as assessed during the application process.

    • The full fee structure for each course, as published by KUCCPS, removes ambiguities regarding the cost of education. This transparency ensures that families understand the potential financial commitments upfront.

The implementation of this model has already seen significant engagement. By May 2024, over 112,000 university students and 151,000 TVET learners had applied for scholarships and loans under the new system. This high level of participation highlights the model’s potential to broaden access to higher education.

For the first time, every 2023 KCSE applicant received financial support, marking a milestone in Kenya’s higher education funding policy. This achievement underscores the government’s commitment to making higher education accessible to all, regardless of their financial background.

As the second cohort of students prepares to join universities under this funding model, a clear understanding of the process and the roles of the various stakeholders is crucial. To facilitate a smooth transition, universities and funding agencies are tasked with sensitizing students and parents about the new funding process. This involves clarifying that the amount parents or guardians will be required to pay will only be determined after the funding application and assessment are completed. This step is critical in dispelling misconceptions and ensuring that families are not unduly stressed by the apparent costs listed in admission letters.

The government’s role in these reforms is pivotal. By providing substantial financial resources—Ksh24.76 billion for university scholarships and loans, and Ksh11.3 billion for TVET trainees—the state underscores its commitment to supporting education as a cornerstone of national development.
